DRUG AND ALCOHOL PROGRAMS

SATOP - Substance Abuse Traffic Offender Program
SATOP is the State of Missouri, Department of Mental Health program that is required for those individuals who receive DWI/DUI offenses.  Missouri law requires all persons arrested for an alcohol or drug related traffic offense to complete and assessment screening at an OMU.  The fee for the SATOP assessment is $375, which is comprised of a $126 screening fee and a $249 supplemental fee, due at the time of the assessment.  The result of this evaluation determines the appropriate level (ADEP; OEP; WIP; CIP; YCIP or Level IV) of placement for each consumer.  For more information visit http://dmh.mo.gov 

The Safety Council as state Offender Management Unit (OMU) provides Assessment Screening Process, requiring to pre-register to attend the programs, and the following SATOP levels:

  1. ADOLESCENT DIVERSION EDUCATION PROGRAM (ADEP)
    A 10-hour education course for minors who may have received Abuse and Lose, Minor in Possession, or Zero Tolerance offenses.  If there is no driver's license involvement, the client may be assigned directly to the program and must bring a copy of the court order to class.  The education fee is an additional $130.
    (If the driver's license is suspended or revoked due to Abuse and Lose, Zero Tolerance or other similar offenses, the client must have a SATOP assessment).

  2. OFFENDER EDUCATION PROGRAM (OEP)
    A 10-hour education course designed for lower risk consumers in understanding the choices they made that led to their intoxication and arrest.  Fee is $130.

  3. WEEKEND INTERVENTION PROGRAM (WIP)
    A 20-hour level of service designed for repeat or high-risk consumers using intensive education and counseling intervention methods over a weekend of structured activities.  This program is conducted in a restrictive environment.  *Consumers referred to WIP may complete a financial questionnaire called the Standard Means Test.  The findings will determine if the consumer will receive financial assistance with the payment of their program fee based on sliding scale depending on consumer income minimum of $250 and maximum of $440.52

VIP - VICTIM IMPACT PANEL
Victim Impact Panel is a three (3) hour personal awareness program about the consequences of driving under the influence of alcohol or drugs.  The fee is $35.

R.E.A.C.T - REQUIRED EDUCATIONAL ASSESSMENT AND COMMUNITY TREATMENT PROGRAM
REACT is a State of Missouri Department of Corrections certified program designed for persons charged with felony RSMo 195 drug charges and is a condition of probation.  The client must be referred to the REACT program through probation and parole.  Each client must receive an assessment and complete the REACT identified education or treatment program within six months of the initial assessment.

The REACT screening will cost $125, of which $60 is the supplemental fee, which is submitted to the state's Department of Corrections Correctional Substance Abuse Earnings Fund.  Money from this fund is used to apply towards services for those offenders who may not be able to pay for services in treatment programs.  When a client is recommended to the R.E.A.C.T. Education Program (REP), the cost will be an additional $100.  If a client's recommendation is treatment, the Standard Means Test can be applied towards this program level cost of service.

The Treatment Fee varies with the recommendation.
